The document is issued when a physical scan or document review reveals discrepancies in the shipping manifest. It specifies the legal basis for the hold and lists the specific documents the importer must submit to resolve the dispute.
Resolution Protocol
Importers must respond to this document by providing additional transaction records, technical specifications, or proof of intellectual property authorization within a set number of days. Customs officials then review this evidence to determine whether to release the cargo, apply a tariff adjustment, or initiate a formal investigation.
