This classification applies to high-purity structural materials and does not cover low-grade scrap metals intended for recycling.
Material Classification
Quality testing of these materials involves chemical analysis via inductively coupled plasma emission spectrometry to verify the elemental composition. Product standards for nickel alloys require the measurement of tensile strength and creep resistance at elevated temperatures. These tests must be performed under the supervision of a certified quality manager.
The results are recorded in the mill test certificate that accompanies every shipment.
Regulatory Supervision
Industrial applications in the domestic petrochemical industry are subject to strict safety monitoring by the National Energy Administration. Equipment fabricators must verify that all nickel alloys used in high-pressure vessels are sourced from qualified manufacturers on the state procurement list. When a fabricator uses unapproved materials, it faces immediate suspension of its construction permit and must replace all non-compliant components.
Local market supervision bureaus conduct regular audits of these materials to ensure full compliance with domestic safety regulations.
Import Clearance
Importing these high-performance materials into China requires a special import license issued by the Ministry of Commerce (MOFCOM) if the materials are designated as dual-use goods. The General Administration of Customs (GACC) inspects incoming nickel alloys to confirm that the elemental composition matches the license details and the GB/T standards. If GACC inspectors discover that the chemical composition deviates from the declared values, they can seize the shipment and launch an investigation into the importer.
The importer must then submit a formal explanation and undergo a complete compliance audit before the cargo can be released or re-exported.
