Negotiable tax document records the value added tax paid on commercial transactions between registered taxpayers. The special vat invoice allows the purchaser to claim a credit against their own tax liabilities, making it more valuable than a general invoice. It is tightly controlled by the state and must be issued through an official government-monitored system.
Security Feature
Each document contains multiple anti-forgery features including a unique serial number and a machine-readable code. A special vat invoice is printed on designated paper and must be validated through the national Golden Tax System. This digital verification ensures that the invoice exists in the records of both the buyer and the seller.
Issuance Capacity
Sellers can only issue these documents if they have achieved the status of a general vat taxpayer. For a special vat invoice to be valid, it must accurately state the name, tax identification number, address and bank account details of both parties. Small-scale taxpayers who cannot issue these documents themselves must apply to the tax bureau to have them issued on their behalf.
Control Infrastructure
Enterprises are legally responsible for the physical security and correct usage of the invoice printer and the blank documents. Misplacing a special vat invoice requires a public announcement in a newspaper and the filing of a report with the police and the tax bureau. The tax authority sets a monthly quota on the quantity and the maximum value of invoices a company can generate.
If a company needs to exceed this limit, it must provide evidence of increased business volume to the tax office for approval. This system prevents the rapid issuance of high-value fraudulent invoices. Verification must occur within the statutory 360-day window to remain valid for deduction.
