Companies submit detailed plan documentation, exercise schedules, grant agreements, and participant lists to local tax authorities before launching equity programs. Failure to register plans removes favorable tax calculation mechanisms, forcing gains to be taxed as ordinary monthly salary.

Failure to withhold required tax exposes the domestic employer to secondary liability for tax shortfalls.
