The platform replaces fragmented registration registries previously managed by disparate market regulation agencies and administrative departments.
Secured creditors submit online filings to establish public notice and secure legal priority against competing third-party claimants.
Filing Mechanism
Secured parties complete electronic registration forms detailing debtor identification, collateral categories and maximum secured amounts without submitting full underlying loan contracts. Registrations become legally effective immediately upon transmission to the centralized database and generation of a time-stamped registration certificate. Inaccurate collateral descriptions or incorrect debtor tax registration numbers render the filing ineffective against subsequent searchers.
System users conduct public online searches using debtor name and identification numbers to verify existing liens before extending credit facilities.
Priority Rule
Priority among competing security interests over the same movable property is determined strictly by the timestamp of registration or perfection. The first creditor to register on the platform holds senior priority over subsequent registered interests and unregistered security claims. Statutory purchase money security interests registered within ten days of collateral delivery hold super-priority over earlier general filings.
Authorization Requirement
Debtors must issue express written consent before secured creditors submit or amend public filings. Registrations completed without debtor authorization face cancellation upon administrative review or judicial challenge.
