Simplified Procedure
The simplified process reduces the number of stages involved in securing a unilateral advance pricing arrangement from six to three. These stages now focus on pre-filing meetings, formal application, and evaluation and signature. To qualify for this fast-track process, the applying enterprise must meet specific conditions, such as having prepared and submitted a local file annually for three consecutive years.
Eligibility Threshold
It also requires the enterprise to have a minimum annual related-party transaction volume of forty million Renminbi. Local tax bureaus in regions like Guangdong and Jiangsu actively promote this route to resolve outstanding transfer pricing disputes and prevent long-term tax controversies.
Enforcement Outcome
Companies that successfully conclude this process gain tax certainty for a period of three to five years. This protects their operations from unexpected transfer pricing audits during that timeframe.
