Meaning
Official corporate seals in China must be produced by authorized carvers and registered with the public security authorities to be legally recognized. Stamping documents with a seal registered in the MPS seal carving registry ensures that the stamp is genuine and carries the weight of law. The Ministry of Public Security maintains this system to prevent the proliferation of counterfeit chops, which are frequently used to commit corporate fraud.
This registry assigns a unique administrative tracking number to each approved seal, allowing quick verification of its legitimacy.
Official Verification
Verification of a seal’s registration is performed by comparing the stamp impression with the records held in the municipal public security database. Each registered seal contains unique, microscopic differences in carving and alignment that are recorded at the time of manufacture. If a dispute arises over the authenticity of a contract, forensic analysts use the MPS seal carving registry to confirm whether the stamp matches the official record.
Any seal that does not appear in this database is legally invalid and does not bind the company.
Security Clearance
Manufacturing a new chop requires submitting formal corporate documents to the public security bureau for approval. The applicant must present the company’s business license and the identity card of the legal representative. Only after receiving a security clearance certificate can an approved carving shop fabricate the physical seal.
This controlled process prevents unauthorized individuals from obtaining a functional company chop.
Fraud Prevention
Tight controls over seal manufacturing protect businesses from internal fraud and unauthorized contracts. When a seal is lost or stolen, the registry allows the company to cancel the old seal and register a new one, rendering the lost stamp legally useless. This administrative shield prevents former employees or malicious actors from executing fraudulent transactions using the old seal.
