Each sub-license has specific requirements regarding registered capital, server hosting locations, and cybersecurity protocols.
Foreign Participation
Foreign investment in companies holding these permits is subject to strict equity caps, which are typically limited to fifty percent for most value-added services. To bypass these restrictions, many international digital firms operate through structured joint ventures or utilize a variable interest entity structure. However, in recent years, pilot programs in designated free trade zones have begun to lift these equity limits for specific services.
Compliance Obligations
Permit holders must undergo annual inspections and comply with stringent data localization, content moderation, and cybersecurity standards. Non-compliance can lead to the suspension of the license, blacklisting of the corporate officers, or the blocking of the service website by the national firewall. This makes the permit the most valuable asset for any technology firm operating in the region, as its loss effectively terminates the ability to conduct business online.
