Meaning
Governmental regulatory body within the provincial administration responsible for the collection of taxes and the management of local taxpayer records. Administrative duties of the local tax bureau include the collection of property taxes and deed taxes. The office acts as the primary interface for foreign-invested enterprises during the annual tax reconciliation process.
Administrative Scope
The 2018 merger consolidated these offices with state tax offices to form a single vertical command under the State Taxation Administration. While the separate bureau no longer exists as a distinct legal entity, the municipal offices still handle specific regional levies. They manage the registration of new businesses and the issuance of official tax invoices known as fapiao.
Filing Requirement
Businesses must submit monthly returns for value added tax and quarterly filings for corporate income tax through the electronic tax portal. The internal system cross-references invoice data with bank records to prevent the use of fraudulent receipts. Local officials have the power to freeze accounts if a company fails to respond to a notice of discrepancy.
Audit Authority
Inspection teams from the municipal office conduct on-site reviews of financial ledgers to verify the accuracy of transfer pricing and expense deductions. These audits typically cover a three-year window but can extend further if they find evidence of intentional evasion. A formal assessment notice issued by the office serves as the basis for collecting back taxes.
