Tax Responsibility
Annual levies are based on the area of the land and a rate set by the provincial authorities. Under the land cost liability, the enterprise must pay these taxes even if the factory is not currently in operation. Failure to pay can lead to the repossession of the site by the Ministry of Natural Resources.
Transfer Restriction
Selling the rights to another party involves a recalculation of the fees and a new round of approvals. The land cost liability stays with the user until the transfer is formally registered and all appreciation taxes are settled. This process ensures that the state receives its share of the increased value of the property.
