This procedure is a component of the Golden Tax System Phase IV, which uses big data to monitor the flow of goods and capital across the country. Once a fapiao is issued, it must be verified within the specific timeframe allowed by the tax authorities to be eligible for deduction.
If an invoice is not verified or contains errors in the taxpayer identification number or the amount, the input vat credit cannot be claimed. The digital transformation of the tax system has moved away from physical paper audits toward real time data matching, which speeds up the credit process but also increases the accuracy required from accounting departments.
Eligibility Boundary
Certain categories of expenditure are strictly excluded from being used as a basis for tax deductions even when a valid invoice is present. Purchases related to employee welfare, personal consumption by managers, or goods used for tax exempt projects do not qualify for an input vat credit. Goods that are lost due to mismanagement or theft also require a credit reversal, where the tax previously claimed must be paid back to the state.
The boundary between a deductible business expense and a non-deductible personal or welfare expense is often a point of contention during a tax audit. The authorities look for circular trades or fictitious transactions where no real transfer of goods has occurred but an input vat credit has been generated. Penalties for participating in fapiao fraud are severe and can include criminal charges for the legal representative of the company.
Even accidental errors, such as claiming a credit for an invoice issued by a supplier with an abnormal tax status, can result in the loss of the deduction and a requirement to pay interest on the shortfall. Regular internal reviews of the vat accounts help to identify these risks before they are flagged by the government’s automated monitoring systems.
