Meaning
Administrative protocols in China require corporate entities to formally record their cash-handling and banking stamps with local public security authorities. Through financial seal registration, companies establish the legal identity of the specific stamp used on cheques, wire transfers, and account forms. This compliance requirement binds all domestic operating units and foreign-invested enterprises holding local bank accounts.
Administrative Process
Local public security bureaus manage the record-keeping system for corporate stamps through designated electronic filing networks. A company initiates financial seal registration by submitting its business licence and the identity documents of its legal representative to the bureau. The bureau uploads the high-resolution stamp impression to a centralized database.
Once the registration completes, the company receives a certificate and an assigned tracking code.
Banking Prerequisite
Commercial institutions do not process transactions without matching the stamped documents against the registered specimen. If a company lacks an active financial seal registration, bank officers must freeze the opening of corporate accounts. This rule prevents unauthorized withdrawals by employees holding unregistered duplicate stamps.
Security Control
Corporate treasury departments maintain internal custody logs to track who accesses the registered financial stamp. When a company changes its legal representative, it must update its financial seal registration to reflect the new corporate leadership. This update cancels the validity of the older stamp, protecting the entity from liability arising from legacy authorizations.
