If the contract is negotiated as a net payment, the domestic payor has to gross up the amount to determine the total taxable base.
Remittance Protocol
Banking institutions require a dedicated certificate showing the tax has been cleared before any overseas transfer of funds in foreign currency can proceed. Accurate determination of the taxable base is necessary when the original agreement does not specify whether the prices include or exclude indirect taxes.
