Tax authorities measure these volumes annually, and crossing even one threshold invalidates the exemption for the entire tax period, forcing immediate compliance with the general documentation regime.
Administrative Safeguard
Recordkeeping remains mandatory even for enterprises that are exempt from the formal filing requirement. The application of this contemporaneous documentation waiver does not prevent the tax bureau from requesting contract copies, transaction invoices, and accounting ledgers during routine compliance checks. Enterprises must still substantiate their transfer pricing arrangements under the arm’s length principle.
Verification Procedure
Local bureaus check annual tax returns to confirm that the reported transactions do not exceed the thresholds. Taxpayers must still fill out the related-party transaction disclosure forms. If these forms show volumes above the limits, the system triggers a demand for full transfer pricing files.
