Meaning
Medical instruments that pose moderate risks to human health require controlled manufacturing environments and strict quality declarations before they can be distributed in China. A product designated as Class II medical devices must undergo a registration or notification process with the provincial division of the National Medical Products Administration (NMPA). This category includes devices like surgical masks, blood pressure monitors and electrocardiographs.
The classification limits sales to entities that possess the appropriate operational filing for medical device distribution.
Provincial Registration
Submitting a formal clinical evaluation report to the local medical product regulator is the primary requirement for market entry. To sell Class II medical devices, the manufacturer must prepare a dossier demonstrating technical safety and compliance with national standards. This procedure generally takes several months because the provincial authority must review the physical test reports from certified laboratories.
Distribution Filing
Acquiring an administrative filing to distribute these products ensures that logistics providers maintain proper storage conditions. Any distributor of Class II medical devices must register its warehouse facilities and temperature control systems with the local market regulator. This filing remains valid as long as the distribution firm maintains its compliance with the Good Supply Practice standards.
Import Clearance
Importing these products requires the foreign manufacturer to appoint a legal agent registered in China to handle regulatory obligations. For imported Class II medical devices, the agent must register the product with the central NMPA rather than the provincial bureau. This distinction increases the regulatory scrutiny on foreign manufacturing sites and requires complete technical dossiers in the Chinese language.
