Sanctions associated with this designation immediately disable the taxpayer’s digital invoicing system. Once the authority registers abnormal tax status, the company cannot purchase or issue electronic invoices. This measure prevents the transaction of goods and blocks the processing of payments by corporate buyers.

Corporate Consequence
Repercussions extend beyond the restricted company to its downstream business partners. When a supplier is designated under abnormal tax status, the buyers cannot use invoices issued by that supplier to deduct input value-added tax. Tax authorities routinely demand that these buyers pay back the deducted tax amounts plus late fees.
Legal representatives of the non-compliant entity also face personal travel restrictions and are barred from registering new businesses in China.
Rectification Pathway
Restoration of compliant standing requires a multi-stage administrative process. The non-compliant company must file all overdue tax returns and settle all outstanding liabilities before abnormal tax status can be removed. Local tax officials inspect the registered business address to verify its physical existence.
Finally, the tax bureau updates the enterprise credit records to restore normal operations.
